1. Key Information
Effective July 8, 2026, electronic filing (eFiling) will become mandatory for imported products regulated by the U.S. Consumer Product Safety Commission (CPSC). For imported products subject to CPSC regulation, importers must provide all necessary data at the time of entry into the United States, so that the CPSC Partner Government Agency (PGA) information can be submitted through the Automated Commercial Environment (ACE) system when the goods enter the U.S.

Q1: Which products are affected by the new CPSC eFiling requirement?
The scope covers all imported consumer products and substances that require a certificate of compliance under Section 14 of the Consumer Product Safety Act (CPSA), specifically including CPC (Children's Product Certificate) and GCC (General Certificate of Conformity). In addition, the rule explicitly covers low-value "de minimis" shipments and consumer products shipped via international mail. Examples of affected product categories include but are not limited to:
